This is a very good article. Not only about the warm water after your meal, but about heart attacks . The Chinese and Japanese drink hot tea with their meals, not cold water, maybe it is time we adopt their drinking habit while eating. For those who like to drink cold water, this article is applicable to you. It is nice to have a cup of cold drink after a meal.

However, the cold water will solidify the oily stuff that you have just consumed. It will slow down the digestion. Once this "sludge" reacts with the acid, it will break down and be absorbed by the intestine faster than the solid food. It will line the intestine. Very soon, this will turn into fats and lead to cancer. It is best to drink hot soup or warm water after a meal. A serious note about heart attacks - You should know that not every heart attack symptom is going to be the left arm hurting. Be aware of intense pain in the jaw line.

You may never have the first chest pain during the course of a heart attack. Nausea and intense sweating are also common symptoms. 60% of people who have a heart attack while they are asleep do not wake up. Pain in the jaw can wake you from a sound sleep. Let's be careful and be aware.. The more we know, the better chance we could survive.

Computerized Pillow Reduces Snoring

A computerized pillow reduces snoring according to German scientist Daryoush Bazargani.

"The pillow is attached to a computer, which is the size of a book, rests on a bedside table, and analyzes snoring noises," said Bazargani.

"The computer then reduces or enlarges air compartments within the pillow to facilitate nasal airflow to minimize snoring as the user shifts during sleep," he said.
Snoring is a problem that most people are familiar with; the National Sleep Foundation estimates that as many as one in three Americans snores at least occasionally.

Dr. Bazargani is a snorer himself; several manufacturers are interested in bringing this prototype (see picture) to the marketplace. His pillow encourages you to change your sleep position so your throat is not constricted (one of the reasons why we snore).

Emotions Run Amok in Sleep-Deprived Brains

Without sleep, the emotional centers of our brains dramatically overreact to bad experiences, research now reveals.

"When we're sleep deprived, it's really as if the brain is reverting to more primitive behavior, regressing in terms of the control humans normally have over their emotions," researcher Matthew Walker, a neuroscientist at the University of California, Berkeley, told LiveScience.

Anyone who has ever gone without a good night's sleep is aware that doing so can make a person emotionally irrational. While past studies have revealed that sleep loss can impair the immune system and brain processes such as learning and memory, there has been surprisingly little research into why sleep deprivation affects emotions, Walker said.

Walker and his colleagues had 26 healthy volunteers either get normal sleep or get sleep deprived, making them stay awake for roughly 35 hours. On the following day, the researchers scanned brain activity in volunteers using functional magnetic resonance imaging (fMRI) while they viewed 100 images. These started off as emotionally neutral, such as photos of spoons or baskets, but they became increasingly negative in tone over time—for instance, pictures of attacking sharks or vipers.

"While we predicted that the emotional centers of the brain would overreact after sleep deprivation, we didn't predict they'd overreact as much as they did," Walker said. "They became more than 60 percent more reactive to negative emotional stimuli. That's a whopping increase—the emotional parts of the brain just seem to run amok."

The researchers pinpointed this hyperactive response to a shutdown of the prefrontal lobe, a brain region that normally keeps emotions under control. This structure is relatively new in human evolution, "and so it may not yet have adapted ways to cope with certain biological extremes," Walker speculated. "Human beings are one of the few species that really deprive themselves of sleep. It's a real oddity in nature."

In modern life, people often deprive themselves of sleep "almost on a daily basis," Walker said. "Alarm bells should be ringing about that behavior—no pun intended."

Future research can focus on which components of sleep help restore emotional stability—"whether it's dreaming REM sleep or slow-wave, non-dreaming forms of sleep," Walker said.
Many psychiatric disorders, "particularly ones involving emotions, seem to be linked with abnormal sleep," he added. "Traditionally people mostly thought the psychiatric disorders were contributing to the sleep abnormalities, but of course it could be the other way around. If we can find out which parts of sleep are most key to emotional stability, we already have a good range of drugs that can push and pull at these kinds of sleep and maybe help treat certain kinds of psychiatric conditions."

The findings are detailed in the Oct. 23 issue of the journal Current Biology.

" One day, when I was a freshman in high school, I saw a kid from my class was walking home from school. His name was Kyle.

It looked like he was carrying all of his books.

I thought to myself, "Why would anyone bring home all his books on a Friday? He must really be a nerd." I had quite a weekend planned (parties and a football game with my friends tomorrow afternoon), so I shrugged my shoulders and went on.

As I was walking, I saw a bunch of kids running toward him. They ran at him, knock ing all his books out of his arms and tripping him so he landed in the dirt. His glasses went flying, and I saw them land in the grass about ten feet from him. He looked up and I saw this terrible sadness in his e yes.

My heart went out to him. So, I jogged over to him as he crawled around looking for his glasses, and I saw a tear in his eye. As I handed him his glasses, I said, "Those guys are jerks " They really should get lives. " He looked at me and said, "Hey thanks!" There was a big smile on his face. It was one of those smiles that showed real gratitude.

I helped him pick up his books, and asked him where he lived. As it turned out, he lived near me, so I asked him why I had never seen him before. He said he had gone to private school before now. I would have never hung out with a private school kid before.

We talked all the way home, and I carried some of his books. He turned out to be a pretty cool kid. I asked him if he wanted to play a little football with my friends He said yes. We hung out all weekend and the more I got to know Kyle, the more I liked him, and my friends thought the same of him.

Monday morning came, and there was Kyle with the huge stack of books again. I stopped him and said, "Boy, you are gonna rea lly build some serious muscles with this pile of books everyday! " He just laughed and handed me half the books.

Over the next four years, Kyle and I became best friends..

When we were seniors we began to think about college. Kyle decided on Georgetown and I was going to Duke. I knew that we would always be friends, that the miles would never be a problem. He was going to be a doctor and I was going for business on a football scholarship.

Kyle was valedictorian of our class. I teased him all the time about being a nerd. He had to prepare a speech for graduation. I was so glad it wasn't me having to get up there and speak Graduation day, I saw Kyle. He looked great.

He was one of those guys that really found himself during high school. He filled out and actually looked good in glasses. He had more dates than I had and all the girls loved him. Boy, sometimes I was jeal ous!

Today was one of those days. I could see that he was nervous about his speech. So, I smacked him on the back and said, "Hey, big guy, you'll be great!" He looked at me with one of those looks (the really grateful one) and smiled. " Thanks," he said.

As he started his speech, he cleared his throat, and began "Graduation is a time to thank those who helped you make it through those tough years. Your parents, your teachers, your siblings, maybe a coach...but mostly your friends... I am here to tell all of you that being a friend to someone is the best gift you can give them. I am going to tell you a story."

I just looked at my friend with disbelief as he told the story of the first day we met.

He had planned to kill himself over the weekend. He talked of how he had cleaned out his locker so his Mom wouldn't have to do it later and was carrying his stuff home. He looked hard at me and gave me a little smile. "Thankfully, I was saved. My friend saved me from doing the unspeakable."

I heard the gasp go through the crowd as this handsome, popular boy told us all a bout his weakest moment. I saw his Mom and dad looking at me and smiling that same grateful smile.

Not until that moment did I realize it's depth. Never underestimate the power of your actions.

With one small gesture you can change a person's life. F or better or for worse. God puts us all in each others lives to impact one another in some way. Look for God in others.

IMPORTANT Health Alert

A stock clerk was sent to clean up a storeroom in Maui , Hawaii.

When he got back, he was complaining that the storeroom was really filthy and that he had noticed dried mouse/rat droppings in some> areas. A couple of days later, he started to feel like he was coming down with a stomach flu, complained of sore joints and headaches, and began to vomit.

He went to bed and never really got up again. Within two days he was severely ill and weak.
His blood sugar count was down to 66, and his face and eyeballs were yellow. He was rushed to the emergency at Pali-Momi, where he was diagnosed to be suffering from massive organ failure.

He died shortly before midnight.

No one would have made the connection between his job and his death, had it not been for a doctor who specifically asked if he had been in a warehouse or exposed to dried rat/mouse droppings at any time.

They said there is a virus (much like the Hanta virus) that lives in dried rat and mouse droppings. Once dried, these droppings are like dust and can easily be breathed in or ingested if a person does not wear protective gear or fails towash face and hands thoroughly. An autopsy was performed on the clerk to verify the doctor's suspicions.

This is why it is extremely important to ALWAYS carefully rinse off the tops of canned sodas or foods, and to wipe off pasta packaging, cereal boxes, and so on. Almost everything you buy in a supermarket was stored in a warehouse at one time or another, and stores themselves often have rodents.Most of us remember to wash vegetables and fruits but never think of boxes and cans.

The ugly truth is, even the most modern, upper-class, super store has rats and mice. And their warehouse most assuredly does!

Whenever you buy any canned soft drink, please make sure that you wash the top with running water and soap or, if that is not available, drink with a straw.

The investigation of soda cans by the Center for Disease Control in Atlanta discovered that the tops of soda cans can be encrusted with dried rat's urine, which is so toxic it can be lethal.

Canned drinks and other foodstuffs are stored in warehouses and containers that are usually infested with rodents, and then they get transported to retail outlets without being properly cleaned.

Which Type of Water Is Best?

We all know we're supposed to drink more water, but which type of water is the best? Every weight loss plan advocates drinking more water, but does water really wash fat out of our bodies? According to Beverage Digest, bottled water is the fastest growing beverage in the U.S., with sales doubling from 1998 to 2000.

Tap water
It's the cheapest and most readily available water. Some municipal tap water is fluoridated to help protect teeth from cavities, which is viewed as a health benefit by many and a health hazard by others. In the United States, tap water is closely monitored to meet federal safety standards, and is an inexpensive source of water. Most municipal tap water is relatively low in sodium, but if you use a home water softener the sodium content can go up significantly.

Bottled water
You simply can't beat the convenience of carrying a bottle of water with you wherever you go. But believe it or not, bottled water is really no different than the stuff that flows out of your faucet. In fact, many major bottled water manufacturers start with municipal tap water! Bottled water isn't as highly regulated as municipal tap water systems, and some studies have shown that bottled water can contain more harmful bacteria than tap water. If you're looking for water that comes from a natural spring, choose bottled water labeled "spring water." In another funky labeling twist, "purified" water is simply water with all the minerals removed. This type of water isn't necessarily better for us, it just tastes a bit different -- and costs about three times more.

Mineralized water
Mineral water must contain no less than 250 parts per million of total dissolved minerals that are naturally present, not artificially added. There is little health benefit to drinking mineral water, but some people prefer the taste. If you have a well, chances are you drink mineral water right from your tap!

Sparkling water is either naturally carbonated or has carbon dioxide added. Contrary to what you'll hear, carbonation doesn't cause cellulite or harm your health in any way except perhaps causing you to burp more often. Seltzer water and club soda technically aren't sparkling water -- they're considered soft drinks and may contain added sugar or salt.

Flavored water
Flavored waters are marketed to people who dislike the taste of plain water. Many contain sugar, sugar substitutes or artificial flavors, and the calorie content can vary significantly. Read labels carefully to choose calorie-free water, or add a twist of lemon or lime to your own tap water for a healthier taste-bud buzz.

Our vote for best water

Tap water just can't be beat for safety, convenience and low cost. Fill up a water bottle at home and save money, or add your own natural flavorings to tap water if you're tired of drinking tasteless water. Steer clear of waters that contain calories, but if you prefer fizz or the taste of a specific brand of bottled water, go ahead and splurge.

A new study revealed something tots figured out long ago— if you're looking for a junk food snack, ask dad instead of mom.

Research by Harris Interactive on behalf of the Grain Foods Foundation found dads were more likely to dole out cookies, chocolate, or chips at snack time, while mom was more likely to serve crackers, pretzels, fruit, or yogurt smoothies.

Registered dietician Judy Adams, also president of the Grain Foods Foundation, advises that parents aim to serve up a carb and a protein when kids ask for a between meal snack. Two simple ideas include half of a peanut butter and jelly sandwich, or crackers and a low-fat cheese stick. Single serving microwavable popcorn bags are another kid-friendly snack, Adams says

1. Take a 10-30 minute walk every day. And while you walk, smile. It is the ultimate anti-depressant.

2. Sit in silence for at least 10 minutes each day. Buy a lock if you have to.

3. Buy a TIVO, tape your late night shows and get more sleep

4. When you wake up in the morning complete the following statement: My purpose is to___________ today.

5. Live with the 3 E's. Energy, Enthusiasm, Empathy.

6. Watch more movies, play more games and read more books than you did in 2006.

7. Make time to practice meditation, yoga, tai chi, qigong and prayer. They provide us with daily fuel for our busy lives.

8. Spend more time with people over the age of 70 and under the age of 6.

9. Dream more while you are awake.

10. Eat more foods that grow on trees and plants and eat less foods that are manufactured in plants.

11. Drink green tea & plenty of water and eat blueberries, wild Alaskan salmon, broccoli, almonds & walnuts.

12. Try to make at least 3 people smile each day.

13. Clear your clutter from your house, your car, your desk and let new and flowing energy into your life.

14. Don't waste your precious energy on gossip, energy vampires, issues of the past, negative thoughts or things you cannot control. Instead invest your energy in the positive present moment.

15. Realize that life is a school and you are here to learn. Problems are simply part of the curriculum that appear and fade away like algebra class but the lessons you learn will last a lifetime.

16. Eat breakfast like a king, lunch like a prince and dinner like a college kid with a maxed out charge card.

17. Smile and laugh more. It will keep the energy vampires away.

BERLIN (Reuters) - Thieves in Germany stole 7,500 euros ($9,554) from a man by throwing feces at him from behind and then pick-pocketing him while they pretended to help clean up the mess, authorities said Monday.

After withdrawing 8,000 euros from a bank for a holiday the man was struck in the back of the neck by what he described as human feces, police in the central town of Giessen said.

"Immediately afterwards two large women came up to him from behind and claimed they had seen someone excreting down onto the street from above," police said in a statement.

The two women then began briskly wiping the filth from the man's clothing with paper towels they had with them. They were soon joined by a third man, who also came bearing paper towels.

Only when the man went to take his foul-smelling trousers to cleaners did he notice that 7,500 euros had been taken from his back pocket by one of the would-be helpers, police said.

NEW YORK (Reuters) - Three quarters of Americans can correctly identify two of Snow White's seven dwarfs while only a quarter can name two Supreme Court Justices, according to a poll on pop culture released on Monday.

According to the poll by Zogby International, commissioned by the makers of a new online game on pop culture called "Gold Rush," 57 percent of Americans could identify J.K. Rowling's fictional boy wizard as Harry Potter, while only 50 percent could name the British prime minister, Tony Blair.

The pollsters spoke to 1,213 people across the United States. The results had a margin of error of 2.9 percentage points.

Just over 60 percent of respondents were able to name Bart as Homer's son on the television show "The Simpsons," while only 20.5 percent were able to name one of the ancient Greek poet Homer's epic poems, "The Iliad" and "The Odyssey."

Asked what planet Superman was from, 60 percent named the fictional planet Krypton, while only 37 percent knew that Mercury is the planet closest to the sun.

Respondents were far more familiar with the Three Stooges -- Larry, Curly and Moe -- than the three branches of the U.S. government -- judicial, executive and legislative. Seventy-four percent identified the former, 42 percent the latter.

Twice as many people (23 percent) were able to identify the most recent winner of the television talent show "American Idol," Taylor Hicks, as were able to name the Supreme Court Justice confirmed in January 2006, Samuel Alito (11 percent).

Are you moody? Or eccentric? Ambitious? Do you love Bach? Perhaps it's down to your blood type.

The four groups A, B, AB and O could be responsible for a lot more in our lives than we think.

What do Elvis Presley Prince Charles, Al Capone and Charlie Chaplin - not to mention around 26 million people in Britain - have in common? Well, they are all blood group O - the most common blood group in the world.

As a donor you'll have been told your blood group - O, A, B or AB. But did you realise what an influence your blood group may have on you?

The famous geneticist Steve Jones's book In the blood describes how researchers have measured the heart rates of people of different blood groups while they listened to music.

They found that group As were attracted to harmony, Bs to rhythm, Os to melody and ABs liked all three (especially Bach)!It’s in the bloodIn Japan they attach particular importance to blood groups.

On the island of Miyajima, there's a special post 'box with four slots, each marked with a different blood group. For a few yen you can put your hand in and pull out a fortune written according to your group.

So, if you're A you'll discover you're conservative and cooperative, Bs will find out they're eccentric, Os, relaxed, ambitious, but poor on detail, and AB types moody and standoffish!

As and Bs should avoid each other as partners, but either would be happy with an AB partner. Os should stick to their own type, and steer clear of Bs.

They only discovered that blood came in different types in 1900. The National Blood Service was set up 46 years later to collect and provide blood supplies for all the hospitals in England and North Wales. 8,000 units of blood are needed every day to meet this demand, which keeps rising.

Blood comes in four main types - O, A, B and AB. Group O is the most common which means it's in demand the most. But blood can also be subdivided into its main components - red cells, white cells, platelets and plasma. Unfortunately red cells only last 35 days and platelets are only good for five days.

Want to know what the top 10 uses of blood are?

1: Straight in is General Surgery with a whopping 23%.

2: We have General Medical with 15%.

3: Cardiothoracic (that's heart and chest surgery to you and me) with 13%.

4: A figure of 11% puts Orthopaedics here - that's anything to do with bones and bone diseases.

5: Haematology (blood diseases) with 9%.

6: Accident & Emergency (what you see on "Casualty" every week) with 8%.

7: Renal or anything to do with the kidneys with 6%, along with

8. Neonatal & Paediatrics, which is the treatment of newborns and children.

9: Intensive Care with 4%.

10: Obstetrics & Gynaecology (anything to do with pregnancy and childbirth) weighing in with 3.5%

It's a given fact that people in different countries are, well, different. Languages, attitudes, eating habits, that sort of thing. Well, the same holds for their blood groups and distribution too.

Almost all South American Indians are group O, while about 25% of Asians are group B. Only about 9% of Caucasians have that particular group. And should you find yourself in Norway requiring a blood transfusion, let's hope it's group A you need, because that's what they've got the most of up in that part of the world.

Blood groups have other uses too. Anthropologists can do their stuff, tracking the movement of ancient peoples and tribes by studying the difference in blood groups. For example, they've discovered that gypsies have a very similar blood distribution to the natives of North West India. Linguists already think the two were connected. The blood evidence confirms it.

The best place to find group O is in the north of England - a throwback to before the 8th century when everyone was that group, and before the Vikings came and messed up our gene pool.

But the South of England has a greater preponderance of group A. That'll be all those European invasions over the centuries. And if you're looking for group B, then look no further than among the Asian or Chinese communities. Almost anyone between the ages of 17 and 60 can become a new blood donor.

And those regular donors who are still in good health can still show up and donate for right up to the age of 70.

You've got about 5 billion red blood cells in every litre of blood (that's 5 followed by 9 zeroes, so all in all, it's quite a lot). Which means you have on average 25 billion red cells running around inside you, although 25 million (or 0.1%) of them die every day. That works out at roughly 300 a second, so it's quite unlikely you're going to run out of them.

William Harvey was the first physician to discover that blood circulates round the body back in 1628.. The first successful blood transfusion was carried out in 1665 by Dr Richard Lower, using animals as subjects. When they started performing transfusions on humans, initially with animal blood, they couldn't understand why their recipients kept dying. It wasn't until 1900 when Dr Karl Landsteiner of Vienna discovered that blood comes in four different groups. He got the Nobel Prize for his discovery. Didn't stop him dying of a blood clot though.

Update - On December 22, 2005 the FDA issued a notice of proposed rulemaking (notice) for over-the-counter (OTC) nasal decongestant and weight control products containing phenylpropanoloamine preparations. This proposed rule reclassifies phenylpropanolamine as nonmonograph (Category II) not generally recognized as safe and effective. The Food and Drug Administration (FDA) is taking steps to remove phenylpropanolamine (PPA) from all drug products and has requested that all drug companies discontinue marketing products containing PPA. In addition, FDA has issued a public health advisory concerning phenylpropanolamine. This drug is an ingredient that was used in many over-the-counter (OTC) and prescription cough and cold medications as a decongestant and in OTC weight loss products.

In response to the request made by FDA in November 2000, many companies have voluntarily reformulated and are continuing to reformulate their products to exclude PPA while FDA proceeds with the regulatory process necessary to remove PPA from the market.
We have received numerous requests for a list of products containing PPA. Since companies continue to reformulate their products, FDA is not maintaining a comprehensive, updated list of products that still contain PPA. FDA is aware of emails circulating widely that list many products allegedly containing PPA. These emails, however, generally contain dated and inaccurate information and should be ignored.

The FDA recommends that consumers read the labels of OTC drug products to determine if the product contains PPA. The Agency believes this to be the most accurate method for determining the PPA content of OTC products rather than providing an incomplete or out-of-date list of products that may have already been reformulated and no longer contain PPA. David Beckham has announced that he is standing down as England captain in the wake of their defeat in the FIFA World Cup™ quarter-final against Portugal in Gelsenkirchen.

Beckham made the announcement in an emotional statement during a press conference this morning. He said that after almost six years in the job, earning 58 of his 95 caps as skipper, he believes the “time is right to pass on the armband” as England enter a new era under Steve McClaren, the successor to Sven-Goran Eriksson who’s last game in charge coincided with England’s departure from the Germany tournament.

Reading from a statement he said he had written last night, Beckham, 31, said: “I have lived the dream and have been extremely privileged to have worn the armband and been captain of England and for that I’ll always be grateful.”

The Real Madrid player, who was forced off with a knee injury during Saturday's game, stressed that he intended continuing as a player for his country. The decision to relinquish the captaincy, he said, had been made “some time ago” but he’d hoped to have announced it on the back of success in Germany.

“This is the most difficult decision of my career to date,” he added. “I have discussed it with my family and those close to me and the time is right.
“Our performances in this World Cup have not been enough to progress further and all the players regret that and are hurt by that more than people realise. I wish to thank all the players for their support during my time as captain, Peter Taylor, Sven and all the coaches.

“I’d also like to thank the press and of course the England supporters who have been great to me and my team-mates and for me it’s been an absolute honour.”

Beckham’s first game as captain came on 15 November 2000 in a friendly game with Italy while Taylor was in temporary charge, prior to the appointment of Eriksson.

Under him England reached the quarter-finals of both the 2002 World Cup (losing to Brazil) and UEFA EURO 2004 ( where they lost, as in 2006) to Portugal on penalties.

Seven Tips for Effective Resume Writing

Pay attention to detail—Don't cut corners by, for instance, not proofreading the cover letter, failing to include information the hiring manager asked for, or beginning the cover letter "Dear Sir or Madam" when the hiring manager's name is on the company web site. Take the time to make sure the correspondence and information sent is correct and error-free.

Do the basics—Proofread for spelling, grammar, and tone, and make sure you have followed the instructions of the employer. Firing off an e-mail is a convenient method of communication. However, don't let the sloppy nature and informality of e-mail correspondence seep into your communications—whether it's e-mailed or written—with potential employers.

Construct an effective resume—Organize your information in a logical fashion and keep descriptions clear and to the point. Include as much work experience as possible, even if it obviously doesn't relate to the job you are seeking. Also, use a simple, easy-to-read font.

Customize their response—Address the hiring manager directly, and include the name of the company and the position for which it is hiring in your cover letter/e-mail response.

Make it easy for the hiring manager—Use your name and the word "resume" in your e-mail header so it's easy to identify. If the employer asks for information—such as references or writing samples—provide it.

Typos, Grammatical Errors Most Common Resume Mistakes

Like lifeguards protecting their organization's waters, recruiters look for reasons to blow the whistle and tell job seekers to get out of the candidate pool. According to the results of a survey by Accountemps, careless students often oblige. In fact, slightly more than one-third of executives surveyed recently cited typos or grammatical errors as the most common mistake on resumes.

The national poll includes responses from 150 senior executives—including those from human resources, finance, and marketing departments—with the nation's 1,000 largest companies. Executives were asked, "In your opinion, which of the following is the single most common mistake job seekers make on their resumes?" Their responses:

Women Not Neccessarily Better Drivers Than Men

Although men are three times more likely than women to be killed in car crashes, researchers at the Johns Hopkins Schools of Medicine and Public Health have found that, when the total numbers of crashes are considered, female drivers are involved in slightly more crashes than men. Overall, men were involved in 5.1 crashes per million miles driven compared to 5.7 crashes for women, despite the fact that on average they drove 74 percent more miles per year than did women.

The investigators, who published their results in the July issue of Epidemiology, found that although teenage boys started off badly, with about 20 percent more crashes per mile driven than teenage girls, males and females between ages 20 and 35 were equally at risk of being involved in a crash, and after age 35 female drivers were at greater risk of a crash than their male counterparts.

Lead author Guohua Li, MD, PhD, associate professor of Emergency Medicine at the Johns Hopkins School of Medicine, and of Health Policy and Management at the Johns Hopkins School of Public Health, said, "Although risk-taking behaviors may contribute to the excessive injury mortality among men and younger drivers, up to now age and sex discrepancies in death rates from motor vehicle crashes have not been well understood."

The researchers used 1990 crash statistics gathered by the Fatal Accident Reporting System (FARS), the General Estimates System (GES), and the Nationwide Personal Transportation Survey (NPTS) and applied an innovative method called "decomposition" to break down the data into new categories and weigh the relative contributions of three variables: crash fatality, incidence density (that is, number of crashes per million person-miles) and exposure prevalence (annual average miles driven per driver). Traditionally, the death rate ratio has been considered to be a function of just two factors: fatality rates and accident rates.

The investigators determined that about half of the 3.1-fold difference between the sexes' fatal crash involvement rates was due to the fact that males' crashes were more severe. Another 40 percent was due to the fact that men, who on average drove many more miles than women, thus had a greater opportunity of being in a crash; and 8 percent because of gender differences in "crash incidence density," the number of crashes per million person-miles.

Each year, highway crashes claim about 40,000 lives, cause three million injuries, and cost the nation $140 billion.

The study was supported in part by a grant from the National Institute on Alcohol Abuse and Alcoholism and a grant from the Centers for Disease Control and Prevention.

As Christianity spread throughout Europe the celebration changed to honor the Mother Church - the spiritual power that gave them life and protected them from harm. Over time the church festival blended with the Mothering Sunday celebration.

People began honoring their mothers as well as the church. During this time many of the England's poor worked as servants for the wealthy. As most jobs were located far from their homes, the servants would live at the houses of their employers. On Mothering Sunday the servants would have the day off and were encouraged to return home and spend the day with their mothers.

A special cake, called the mothering cake, was often brought along to provide a festive touch. Sometimes furmety was served - wheat grains boiled in sweet milk, sugared and spiced.

In northern England and in Scotland, the preferred refreshments were carlings - pancakes made of steeped pease fried in butter, with pepper and salt.

In fact, in some locations this day was called Carling Sunday.

Another kind of mothering cake was the simnel cake, a very rich fruit cake. The Lenten fast dictated that the simnel cake had to keep until Easter. It was boiled in water, then baked, and was often finished with an almond icing. Sometimes the crust was of flour and water, colored with saffron.

French Mother's Day

Children in France spend days drawing a card and practising a poem as a surprise for their mothers. This springtime Sunday is refered to as Fete des Meres, and it provides children and adults throughout France with the opportunity to make their mother the centre of attention, and give her gifts and treats.

Mother's Day is celebrated on the last Sunday in May. It is treated more like a family birthday. Everyone in the family gathers for a special meal. This may be at home or in a restaurant. At the end of the meal the mother is presented with a cake.

Swedish Mother's Day

In Sweden Mother's Day is on the last Sunday in May and is a family holiday. The Swedish Red Cross sells small plastic flowers on the days leading up to Mother's Day. The money raised from the sale of the flowers is used to help needy mothers and their children.

Sure, debit cards work just like cash. But just like credit cards, they make it easy to lose track and overspend. That's why the key to your budget may be cash.

In a world where people use plastic to buy lattes, Stacy Jo McDermott feels like a bit of an oddball. But after running up $35,000 in credit card debt, the San Francisco Bay-area resident decided her relationship with money had to change.McDermott tried different ways to monitor and control her spending as she paid down her debt. The method that she hit on several months ago seems to work best: using cash.Every two weeks, after her paycheck is direct-deposited into her bank account, McDermott slips $125 into a checkbook register to pay for food. "About 70% of that goes for groceries," she said, "and about 30% for eating out."

Another $60 goes into her wallet to pay for gas. A final $30 stash is tucked into a zippered pocket in the wallet for what she calls "treat money"-- little splurges like a movie or a magazine.McDermott, a saleswoman, still carries an American Express card for business travel and a debit card for emergencies, like the new battery her car recently needed. Her monthly bills are paid with checks. Otherwise, though, she pays with the green stuff."When I use cash, I stop and think," McDermott said. "Do I really need this?"It's still plasticPlastic surpassed cash years ago as consumers' payment method of choice. People now use debit, credit or prepaid cards in 56% of their in-store transactions, according to the American Bankers Association, with cash comprising 33% of the transactions and checks 11%. Indeed, plastic forms of payment have plenty of advantages for money management:

They're convenient. You can buy what you need when you need it, as long as you're not already over your credit limit or overdrawn at the bank.
They're easier to track. With debit and credit cards, you know exactly what you've spent where. You can check your transactions and balances online and track them with personal-finance software like Quicken or Money. Dollars in your wallet, by contrast, tend to disappear without a trace unless you're diligent about writing down your purchases or retaining receipts.
They offer some protection. Credit cards, and debit cards with MasterCard or Visa logos, promise "zero liability" for consumers if the cards are lost or stolen. Credit cards also serve as a middleman in transactions, so that if you have a dispute with a merchant, you don't have to pay the charge until your beef has been investigated.

They give you rewards. Many credit cards and even some debit cards offer reward points, frequent-flier miles, cash back or other fringe benefits. The more you use them, the more rewards you pile up.

The envelope systemDebit cards, in particular, have soared in popularity in recent years, with their use for in-store transactions climbing 45% between 1999 and 2005. Since debit-card transactions come directly out of your checking account, you don't have to worry about facing a big, unexpected bill and possible finance charges at the end of the month, as you could with a credit card.Still, it's possible to overspend with a debit card, just in a different way. You might buy too much at the grocery store, for example, and discover too late that you don't have enough left for rent. Couples may find themselves in constant conflict because they've essentially spent the same dollars twice.The desire to earmark money for different purposes without worrying about overspending is what led Carolyn Pittman of San Dimas, Calif., to set up her cash-based envelope system nearly two decades ago, when her now-grown sons were still in elementary school.

Pittman keeps seven envelopes on hand, labeled:

Home, for small home repairs.

Entertainment, which includes weekly dinners out with her husband, Richard.

Gas. The envelope is kept in her car.

Trips, for weekend getaways.

Barber, for haircuts.

Clothing.

Food.

You can't spend what you don't have

"If I have the cash put aside, it's harder to overspend," Pittman said. With plastic, "you're tempted to buy everything you see."The Pittmans know something about money management -- Caroline was an accountant before becoming a full-time mother, and Richard works for a credit-counseling organization, ByDesign, as vice president of fund development.Richard Pittman said the system works well for the couple and occasionally wins them price breaks."I had my car repaired (recently) and got a discount for paying cash," he said. "Small businesses are often willing to do that to avoid paying merchant fees" that banks charge for plastic.The couple has credit cards for travel, but Pittman said she's never felt a need for a debit or an ATM card. She gets her cash the old-fashioned way: from a bank teller.Recently, one of them tried to convince her she needed an ATM card. Pittman said the teller asked her what she would do if she ran out of money on a Sunday, when the bank's branches were closed."I said, I don't run out of money because I budget my money," Pittman recalled. "If you have an ATM card, you can keep pulling out money whenever you want."

'If you can eat it, drink it or wear it...'

Credit counselors, who traditionally put their debt-strapped customers on cash-based spending plans, are now likely to view cash and debit cards as pretty much synonymous, said Dianne Wilkman, president of Springboard credit counseling.But Wilkman still advises using bills rather than plastic for certain expenses when she's counseling young people and others who are trying to create a money-management system that works for them."We say, 'If you can eat it, drink it or wear it,' " Wilkman said, " 'it's always good to use cash.'"High-school science teacher Brendon Bookman of Merritt Island, Fla., uses cash for those purchases -- and just about everything else.

Bookman has been without a credit card for more than a year after getting frustrated with soaring interest rates and high fees."You start out with a rate that's 2.9%, you're late with one payment and the rate goes to 20%, 30%," Bookman fumed. "It's so easy to get buried."Like McDermott, Bookman keeps a debit card for emergencies. He doesn't travel much and so hasn't needed to use a credit card (although airlines and some hotels and rental car offices do accept debit cards, should the situation arise). He doesn't use checks, either, since he finds it too easy to get overdrawn. His bills are paid with postal money orders, which can be replaced if they're lost or stolen.The day may come, Bookman said, when he'll get another credit card. But he said he'll insist on a low limit and pay it off in full every month. In the meantime, he likes knowing exactly where he stands by using cash."It's not always convenient," Bookman said, "but it works."3 keys to the cash systemIf you think you'd like to try a cash-based system, consider the following:Expect some trial and error. Any budget can take a while to perfect, and you may well find yourself raiding one envelope (or bank account) when another runs dry. Don't carry big wads of cash.

You're not protected against loss or theft as you are with plastic. When Carolyn Pittman starts feeling nervous about how much cash is accumulating in an envelope, she deposits it in the couples' savings account and puts an IOU in its place.Mind your credit scores. Even if, like Bookman, you feel like swearing off credit cards forever, consider the future. You might want to apply for a mortgage, auto loan or other credit someday, and it will help to have good scores. To do that, you generally need to keep at least one open credit account. Q: Why are Catholic priests not allowed to marry?

A: Although the early Church allowed married clergy, the Church later came to see celibacy as a better example of the norm and model of Jesus’ priesthood.

In referring to celibacy, St. Paul says: "Indeed, I wish everyone to be as I am, but each has a particular gift from God . . .Now to the unmarried and to widows I say: it is a good thing for them to remain as they are, as I do" (1 Cor. 7:7-8). He goes on to say: "An unmarried man is anxious about the things of the Lord, how he may please the Lord. But a married man is anxious about the things of the world, how he may please his wife, and he is divided" (1 Cor. 7:32-34).

Jesus said: "And everyone who has given up houses or brothers or sisters or father or mother or children or lands for the sake of my name will receive a hundred times more, and will inherit eternal life" (Mt. 19:29).

Celibacy is a discipline, not a dogma. This means that the Church could change the rule. In fact, there are a few instances when the Church has allowed married clergy, such as with some Eastern rite clergy and in the case of some Protestant ministers who converted to the Faith. These, however, are the exception.

It is unlikely that the Church will change this teaching at all, or any time soon, because of the many positive and practical benefits of celibacy. Here are 10 reasons why a celibate clergy makes good sense:

It leaves the priest free to more fully commit his life to the service of the Lord and the laity.

The Church has found it is better to keep priests moving from parish to parish every few years, perhaps for a few reasons, including the desire to prevent a cult of personality from building around a particular priest. This situation can put too much focus on the man rather than on the Gospel message. So, the Church prudently moves priests around. Can you imagine how much stress it would cause a priest to have to move his wife and family each time he is assigned to a new parish? Having a celibate priesthood also enables the bishop the full flexibility he needs to move priests around.

To be able to lay his life down for his flock. Because a celibate priest does not have the obligation of a wife and children, he can give of himself more easily, including his own life, if necessary. For example, Blessed Damien de Veuster of Belgium was able to work with lepers on the island of Molokai, Hawaii, because of the freedom he had in being a celibate minister. This work eventually led to his contracting and dying from leprosy.
It is a sign of contradiction and a great Christian witness to our society, which is flooded with sexually permissive messages. Celibacy surely gains the Catholic clergy a hidden respect from many people.

It gives the priest greater credibility when he asks the laity to make sacrifices, because the laity knows that celibacy involves sacrifice.
It helps the priest master his passions amd also gives him more time for prayer, which is the lifeblood of any ministry.

It enables a priest to be more objective when counseling married couples. Because he is not married, he is not going to project any personal marriage problems or biases onto the the couple he is counseling.
In many cases it enables the priest to be a "spiritual father" to more people than he would as a married man (1 Cor. 4:15).

It allows the Church to put the hundreds of millions of dollars it saves in priestly salaries to the evangelization and charitable assistance of a needy world. Although priests do receive salaries, they are much lower than they would have to be if they had families to support.

It’s a foreshadowing that there will be no marriage in heaven (Mt. 22:30).

No one is required to live a permanently celibate life (Mt. 19:12). The Church says that people are free to marry. In fact, the Church glorifies the married state. Only if one wants to become a priest, brother, or religious sister does he or she have to live a celibate life. The religious life, and the requirements that come with it, do not have to be chosen by anyone. However, when it is chosen, it needs to be followed in the manner our Lord and His Church requires.

Sure, celibacy can be difficult, especially in this sexually permissive age. But if a priest has good seminary formation that strongly supports celibacy and if he stays close to our Lord in prayer, he will be able to turn this sacrifice into a wonderful aid to his work.

MY SHORT ESSAY ABOUT THE PHILIPPINES

Filipinos always complain about the corruption in the Philippines. Do you really think the corruption is the problem of the Philippines? I do not think so. I strongly believe that the problem is the lack of love for the Philippines.

Let me first talk about my country, Korea. It might help you understand my point. After the Korean War, South Korea was one of the poorest countries in the world. Koreans had to start from scratch because entire country was destroyed after the Korean War, and we had no natural resources.Koreans used to talk about the Philippines, for

Filipinos were very rich in Asia. We envy Filipinos. Koreans really wanted to be well off like Filipinos. Many Koreans died of famine. My father & brother also died because of famine. Korean government was very corrupt and is still very corrupt beyond your imagination, but Korea was able to develop dramatically because Koreans really did their best for the common good with their heart burning with patriotism.Koreans did not work just for themselves but also for their neighborhood and country. Education inspired young men with the spirit of patriotism.

40 years ago, President Park took over the government to reform Korea. He tried to borrow money from other countries, but it was not possible to get a loan and attract a foreign investment because the economic situation of South Korea was so bad Korea had only three factories. So, President Park sent many mine workers and nurses to Germany so that they could send money to Korea to build a factory. They had to go through horrible experience.In 1964, President Park visited Germany to borrow money. Hundred of Koreans in Germany came to the airport to welcome him and cried there as they saw the President Park. They asked to him, "President, when can we be well off?" That was the only question everyone asked to him.

President Park cried with them and promised them that Korea wo! uld be well off if everyone works hard for Korea, and the President of Germany got the strong impression on them and lent money to Korea. So, President Park was able to build many factories in Korea. He always asked Koreans to love their country from their heart.Many Korean scientists and engineers in the USA came back to Korea to help developing country because they wanted their country to be well off. Though they received very small salary, they did their best for Korea. They always hoped that their children would live in well off country.My parents always brought me to the places where poor and physically handicapped people live. They wanted me to understand their life and help them. I also worked for Catholic Church when I was in the army. The only thing I learned from Catholic Church was that we have to love our neighborhood. And, I have loved my neighborhood.

Have you cried for the Philippines? I have cried for my country several times. I also cried for the Philippines because of so many poor people. I have been to the New Bilibid prison. What made me sad in the prison were the prisoners who do not have any love for their country. They go to mass and work for Church. They pray everyday. However, they do not love the Philippines.

I talked to two prisoners at the maximum-security compound, and both of them said that they would leave the Philippines right after they are released from the prison. They said that they would start a new life in other countries and never come back to the Philippines.Many Koreans have a great love for Korea so that we were able to share our wealth with our neighborhood. The owners of factory and company were distributed their profit to their employees fairly so that employees could buy what they needed and saved money for the future and their children.

When I was in Korea, I had a very strong faith and wanted to be a priest. However, when I came to the Philippines, I completely lost my faith.

I was very confused when I saw many unbelievable situations in the Philippines. Street kids always make me sa! d, and I see them everyday. The Philippines is the only Catholic country in Asia, but there are too many poor people here. People go to church every Sunday to pray, but nothing has been changed.

My parents came to the Philippines last week and saw this situation. They told me that Korea was much poorer than the present Philippines when they were young. They are so sorry that there are so many beggars and street kids. When we went to Pasangjan, I forced my parents to take a boat because it would fun. However, they were not happy after taking a boat. They said that they would not take the boat again because they were sympathized the boatmen, for the boatmen were very poor and had a small frame. Most of people just took a boat and enjoyed it.But, my parents did not enjoy it because of love for them.

My mother who has been working for Catholic Church since I was very young! told me that if we just go to mass without changing ourselves, we are not Catholic indeed. Faith should come with action. She added that I have to love Filipinos and do good things for them because all of us are same and have received a great love from God. I want Filipinos to love their neighborhood and country as much as they love God so that the Philippines will be well off.I am sure that love is the keyword, which Filipinos should remember. We cannot change the sinful structure at once. It should start from person. Love must start in everybody, in a s mall scale and have to grow. A lot of things happen if we open up to love. Let's put away our prejudices and look at our worries with our new eyes.

I discover that e! very person is worthy to be loved. Trust in love, because it makes changes possible. Love changes you and me. It changes people,contexts and relationships. It changes the world. Please love your neighborhood and country.Jesus Christ said that whatever we do to others we do to Him. In the Philippines, there is God for people who are abused and abandoned. There is God who is crying for love.

If you have a child, teach them how to love the Philippines. Teach them why they have to love their neighborhood and country. You already know that God also will be very happy if you love others.

Through the years, women's health has not been given much importance. As a result, illnesses primarily affecting women, such as breast and cervical cancer, have been on the rise. This problem is mainly due to the lack of information and awareness on the importance of prevention and early detection of these diseases. As such, the United Nations included improvement of maternal health as one of the Eight Millennium Development Goals, which the Philippines has likewise adopted.

Aware of the rising problem, Pinay In Action, which is a health and fitness program focused on women, seeks to bring to the public's attention diseases which primarily affect women and emphasize the need to prevent these diseases by leading a healthy lifestyle. In line with this, we are conducting several running, biking, and general fitness clinics for women, which will culminate in a run/walk event. The program also aims to train potential runners and bikers, and fitness enthusiasts to become trainers.

If a man wants you, nothing can keep him away.If he doesn't want you, nothing can make him stay.

Stop making excuses for a man and his behavior.Allow your intuition (or spirit) to save you from heartache.

Stop trying to change yourself for a relationship that's not meant to be.

Slower is better. Never live your life for a man before you find what makes you truly happy. If a relationship ends because the man was not treating you as you deserve then heck no, you can't "be friends". A friend wouldn't mistreat a friend.

Don't settle. If you feel like he is stringing you along, then he probably is. Don't stay because you think "it will get better." You'll be mad at yourself a year later for staying when things are not better. The only person you can control in a relationship is you.

Avoid men who've got a bunch of children by a bunch of different women. He didn't marry them when he got them pregnant, why would he treat you any differently?

Always have your own set of friends separate from his.

Maintain boundaries in how a guy treats you. If something bothers you, speak up. But never let a man know everything. He will use it against you later.

You cannot change a man's behavior. Change comes from within.

His lost wedding ring story is no croc...

JOHANNESBURG (Reuters) - Pieter Abrahamse has an original excuse for a lost wedding ring: a crocodile ate it, along with the arm it was attached to.
"He took my wedding ring, I suppose he ate it up," Abrahamse told Reuters by telephone from his hospital Monday as he recounted his life-or-death struggle with a man-eating reptile.

The 47-year-old farm manager had the lower part of his left arm torn off in the attack last Thursday on a citrus plantation in South Africa's northern Limpopo province.

But he's counting his blessings as he could easily have lost his life.
"I took my horse for an evening swim in one of the farm dams. There are lots of crocs and hippos in the area but they move around all the time, from dam to dam and into the river and out again," he said.
"I was on the lookout for hippos and didn't see any. It slipped my mind that there might be crocodiles," he said.

He was standing belly-deep in water about 5 metres from the shore when he felt a biting jolt in his left hip. He said thought it was a hippo but quickly realized it was a crocodile.

"I started to fight immediately. So I hit him with my left arm and then he went for my left forearm," Abrahamse said.
"It pulled me under the water for a few seconds and I knew this was his biggest advantage. I realized if I didn't stand up my wife will never find me again," he said.

Somehow, he managed to stumble to his feet and then he felt the crocodile lose its grip.

"What I didn't realize at the time was that it had let go because it had taken part of my left arm off," he said.

With his right arm, Abrahamse then grabbed the rope of his horse, which fortunately for him chose that moment to take flight, dragging him to safety.

Abrahamse then walked 200 metres to his house and his wife drove him 60 kms (40 miles) to the nearest hospital.

"I'm lucky, I didn't lose too much blood ... The biggest problem with a croc bite is it can be septic. They never brush their teeth," said Abrahamse.
And when he gets out of the hospital does he plan to look for the culprit? "Oh yes, I'll be looking for him alright," he said with a laugh.

Cocoa consumers have lower risk of disease in study

CHICAGO (Reuters) - Men who consumed the most cocoa had a 50 percent lower risk of dying from disease compared to those who did not eat cocoa, Dutch researchers said on Monday.

Cocoa is known to lower blood pressure, though previous studies have disagreed about whether it staves off heart disease over the long-term particularly since it is contained in foods high in fat, sugar and calories.
The new study in Archives of Internal Medicine concluded that it was not lower blood pressure that corresponded to the finding of a lower overall risk of death -- although the biggest cocoa consumers did have lower blood pressure and fewer cases of fatal heart disease than non-cocoa eaters.

Instead, the report credited antioxidants and flavanols found in cocoa with boosting the functioning of cells that line blood vessels and for lessening the risks from cholesterol and other chemicals that can cause heart attacks, cancer and lung diseases. Flavanols are a class of healthy flavonoids that are found in many vegetables, green tea and red wine.

The 15-year study of 470 elderly men aged 65 to 84 in Zutphen, the Netherlands, found one-third did not eat any cocoa, while the median intake was 4.2 grams per day among the third who consumed the most cocoa. From 1985 to 2000, 314 of the men died, and the biggest cocoa eaters were at half the risk of dying compared to men who did not eat it.

The report's author, Brian Buijsse of the National Institute for Public Health and the Environment in Bilthoven, said drawing conclusions for the broader population would require more study of cocoa's impact on health.

"Before we can say cocoa can save your life, a larger study would need to be done," agreed Dr. Nieca Goldberg, a cardiologists at Lenox Hill Hospital in New York who did not participate in the research. "This study is not generalizable to the public because it was done in men over the age of 65 years."

Would-be rock star plunges from bed to death

SINGAPORE (Reuters) - A teenage guitarist got so carried away while bouncing up and down on his bed mimicking a rock star that he flew out of a third floor window to his death, a Singapore newspaper reported Wednesday.

The Straits Times said Li Xiao Meng, a 16-year-old from China who was studying at Singapore's Hua Business School, was a keen musician who liked to jump up and down while playing his guitar in his hostel room.
"But on November 17 he took things a bit too far," the newspaper said, reporting on a coroner's court findings.

Ruling death by misadventure, the court said evidence "points to the deceased unintentionally falling out of the window to his death when he was hyped up with exhilaration, jumping up and down on the bed placed against an open window while mimicking a rock guitarist.""

Normally the windows were locked, the newspaper said, but students sometimes forced them open so they could smoke, something prohibited by the hostel.

Good evening. Thank you for inviting me to speak at this very interestinggathering. I am happy to share this podium with former Sen. Gregorio Honasan.I am quite certain that we were all brought here tonight by more or less thesame circumstances and the same concerns. We have the money to buy newspapersand watch the evening news, and we have the time to reflect on the informationthey report. It is almost natural for us to worry about the direction ourcountry is taking. We worry for our families, and we worry especially for thefuture of our children.

Unfortunately, the rest of our people, trapped in the rigors of daily survival,are usually unable to think beyond the next meal. They are the thousands that line up every day, rain or shine, outside TV stations, for the rare chance to bechosen as contestants for the "Pera o Bayong" portion of noontime game shows.They were the faces of the hungry and the desperate at the Ultra stampede lastSaturday morning. They too often gripe about the callousness of the leadershipof our country.

But they do not have the luxury of worrying about politics.And even when they do, they feel powerless to influence the course of events.They wait for elections, and for the largesse it brings, and that about sums up their political involvement.

Those who have the time to worry about politics -- like many of us here tonight -- are basically of two types: (a) those who ask in exasperation when all this political bickering would end; and (b) those who ask in exasperation when this presidency would end.

All over the country, forums like this are being organized by thoughtful citizens. They ask more or less the same questions: How will this stalemateend? Whom can we trust? If she goes, who will replace her?How do we solve our most basic problems? How much time do we need to reform ourpolitical system? Is there hope for the country?

These are importantquestions: they belong to the realm of politics. But I will also hasten to saythat politics is not the only attitude we can take towards the world.Be that as it may, the forum tonight deals with politics.

I want to begin by defining the function of politics in society.

Politics is society's way ofproducing collectively-binding decisions. The important phrase here is"collectively-binding decisions" - decisions made in the name of all of us, andtherefore bind all of us. Such decisions can be as innocuous as changing thename of a provincial hospital or as momentous as declaring war against anothercountry.

They can be as high-profile as signing a peace accord with localinsurgents, or as low-profile as floating new dollar-denominated bonds in theinternational bond market to cover maturing obligations and budget deficits.They are of different levels of importance, but, when made by government, theyall equally bind us.

Politics is, in the first instance, the process by which a nation or a communitydetermines who shall be entrusted with the making of such decisions. There areat least two ways of ensuring that decisions made in the name of the wholenation are honored by every citizen of a country.

The first is by making sure that such decisions are made only by persons oragencies that have a clear mandate or the authority to make them. The second isby making sure that such decisions are made in accordance with law.

Authority means legitimate power. Obviously, not all power is legitimate.Usurpers may exercise power, but their power is not legitimate, and so it isresisted. Tyrants assume power on the basis of force, and while they may, for awhile, coerce people into submission, their power will always remain unstable.Public officials elected fraudulently may exercise power, but their power willeventually be challenged.

Legitimacy is crucial to the operation of a systembecause it is precisely what assures compliance with collective decisions.Systems, of course, operate on the basis of a presumption of legitimacy andregularity.

That is why, when there is a challenge to legitimacy andregularity, the system has to act to dispel all doubts. Illegitimate power hasa corrosive effect on the system, and no matter how much it may try to buysupport, or fortify the throne of bayonets on which it sits, it will always beopposed.The point I want to stress is that whatever the form of politics may be in asociety, its main objective is the same - how to ensure that decisions made bythe rulers are collectively-binding.

When rulers are perceived to have mandates enveloped in doubt, the politicalsystem heats up. Time that should be spent in governance -- in definingcollective goals, in implementing these goals and mobilizing publicparticipation towards their attainment - is instead squandered in endlesspolitical communication.

Unable to legitimize their rule by established means,tyrants find themselves resorting to other means to secure their hold on power.They may do this by acts of selective remuneration, or by acts of calibratedcoercion. They may survive in the short-term but only at great cost to theexisting institutional order.Keeping these thoughts in mind, I want to examine the roots of the presentpolitical crisis. I will argue that at the center of the current crisis is thewhole question of presidential legitimacy that our institutional order hasfailed to resolve up to this time.

Let's go back a bit and review what happened.The doubts began to surface as early as May or June 2004, as the legislatorsfrom the administration and the opposition parties went through the rituals of anational canvassing process. The opposition repeatedly questioned theauthenticity of the certificates of canvass or CoCs from some disputedprovinces.

In at least 15 provinces they demanded that the boxes containing thesupporting statements of votes or SoVs be opened to determine if the figuresmatched those on the CoCs. The objections were duly "noted", but not one ballotbox was allowed to be opened. The administration side argued that canvassingwas a ministerial task, and that the proper venue for electoral protestsinvolving the presidency and the vice presidency was the Supreme Court acting asPresidential Electoral Tribunal.If this scene has a déjà vu ring to it, it is because the use of a controlledmajority to override objections is very much reminiscent of the railroadedcanvassing process at the Batasang Pambansa in the 1986 snap election.

LikeCory's supporters in 1986, FPJ's followers in 2004 saw the futility of getting areasonable hearing inside Congress and demanded that the protest be broughtbefore the parliament of the streets. The tide of mass protests led directly toEdsa. That was how Cory Aquino became president 20 years ago. To his credit,the late FPJ dissuaded his followers from protesting in the streets. He broughthis complaint to the Supreme Court, and paid the amount needed to re-open theballot boxes.

Unfortunately he died before even the first election return could be counted.The justices promptly dismissed the protest upon his death. There was only asymbolic legal closure, but the political question of who really won in the 2004election remained unanswered.By nature, political issues have a shelf life of only a few months. After theSupreme Court denied Susan Roces's petition to continue FPJ's protest, the issuewas buried and almost forgotten.

But five months later, in June 2005, the issueof legitimacy returned with vengeance following the public circulation of theHello Garci conversations - if only as cell phone ringbones at first.Malacanang was caught totally unprepared. This showed in Press Secretary andPresidential Spokesman Ignacio Bunye's initial attempt at a cover-up that was soclumsy and full of contradictions it was instantly disowned by the Palace.The Garci Tapes contained more than a hundred conversations between a Comelecofficial who sounded very much like Commissioner Virgilio Garcillano and anassortment of politicians and political brokers. About 10 of theseconversations were between Garcillano and someone with the inimitable voice ofGloria Macapagal-Arroyo.

These conversations are revealing and damning. Theyindicate the existence of a conspiracy to manipulate the results of the electionin the vote-rich provinces of Southern Mindanao. They strongly suggest thatMrs. Arroyo herself seemed to have full knowledge of the elaborate scheme topad her votes and shave those of her closest rival, Fernando Poe Jr.Resourceful journalists have scrutinized the content of these conversations,marking out the names, places, and events mentioned in the tapes, andestablishing their factual basis.

The conclusion, as one Newsbreak article socogently put it, was: The shoe fits.The first reaction from Malacanang was to dismiss these conversations as cleverfabrications. Various agencies of government tried to stop the spread of thetapes by threatening people with charges for violation of the Anti-WiretappingLaw.

Yet on June 27, 2005, bowing to public pressure, Mrs. Arroyo came out onnational television to apologize for what she called a "lapse in judgment" - forcalling a Comelec official while the canvassing was going on. Her intention,she claimed, was not to cheat but only to protect her votes. She said nothingmore about the tapes.In subsequent interviews she evaded all questions about these wiretapped, sayingshe was ready to face any impeachment charge that would be filed against her.The story of these tapes remains open.

The man who initially confessed tohaving taken them out of the ISAFP, T. Sgt Vidal Doble, returned to the custodyof his unit in the ISAFP, and has since denied having anything to do with thetapes. While ISAFP is widely believed to have performed the wiretap, no one hascome out to tell the full story. To this day, the ISAFP insists it has nocapability to wiretap cell phone conversations.

The central character in the wiretapped conversations - CommissionerGarcillano - went missing shortly after the scandal broke out. Five monthslater, he reappeared, accompanied by armed men who later turned out to be localpolicemen. The police offered him sanctuary while he waited to face the Housecommittees that were investigating him. The account he gave in the House wasone of studied evasiveness. He admitted talking to GMA once.

This was notunusual, he said, because other politicians, including those from theopposition, also talked to him. But he could not recall if the conversationscaught in the Garci tapes actually took place. He wasn't even sure if that washis voice. He emphatically maintained that he did not cheat for anyone, leastof all for the president. He went into hiding, he said, because he felt thathis life was in danger. The investigation could squeeze nothing from this foxyoperator, who seemed to feel at home in the company of the nation's politicians.This is the first issue. It was so powerful it brought out the first massivedemonstrations against Mrs. Arroyo. It triggered the resignation of keymembers of her Cabinet, as well as the withdrawal of support from key allieslike former president Aquino and Senate President Franklin Drilon, as well as asection of the influential Makati Business Club.

The start of the impeachment proceedings in September brought the issue back tothe legal arena, where Mrs. Arroyo maintained a firm grip on the loyalty of hercongressional allies. The impeachment complaints, as we all know, were killedat the committee level, using technicalities and parliamentary maneuvers thatrelied on the power of the majority vote. The substantive charges against Mrs.Arroyo were never taken up.

Again, only a symbolic closure was achieved, and sothe issue remains politically alive.The second issue revolves around the partisan involvement of key officials ofthe military in the 2004 election. This is being investigated by the committeeof Sen. Rodolfo Biazon.

The purpose is clear-cut: To get to the bottom of thewiretapping and the involvement of some generals in the election in Mindanao.The investigation opened with the revealing testimonies of Gen. Gudane and Col.Balutan, both of whom were sanctioned by the AFP for appearing before the Senatewithout authority from their superiors.

The committee has hit a blank wall.Military officials, citing EO 464 which bars top government officials fromappearing in any congressional investigation without prior permission from thepresident, have declined to appear before any legislative hearing.The third issue is the use of public funds to finance the presidential campaignof Mrs. Arroyo.

Even during the campaign, the funding for the PhilHealth cardsthat Mrs. Arroyo was distributing in the course of her provincial sorties hadcome under question. So too the improper utilization of the Road Users Tax forthe emergency employment of street sweepers in every barangay of the countryjust before the 2004 election.But the one investigation that has yielded the most scandalous findings on themisuse of public money for the presidential campaign of Mrs. Arroyo is thehearing on the so-called Fertilizer Fund being conducted by the committee ofSenator Jun Magsaysay.

The P728 million fund is part of the almost P3 billionfund of the so-called GMA - Ginintuang Masaganang Ani --program. A significantportion of this money appears to have been sourced from the confiscated MarcosSwiss bank deposits. The seized Marcos assets had been previously earmarked bylaw for the agrarian reform program.

Except for the portion of 8 billion pesosset aside for victims of human rights violations, the rest of the Marcos moneyamounting to about P27 billion appears to have vanished into thin air sometimebetween 2004 and 2005. The admission made by Budget Secretary Neri andofficials from the Commission on Audit so angered former Senator Jovito Salongathat last January 30, he felt compelled to write Mrs. Arroyo a letter.

In thatletter, Sen. Salonga told Mrs. Arroyo: "We who do not seek any favor from youare constrained to conclude that to remain in power, you (1) prejudiced thewelfare of our poor, landless farmers and (2) ignored the sacrifices of manypersons who devoted all their God-given resources in terms of time, energy,effort and the little knowledge and talent so they might help recover the morethan 680 million dollars from the Swiss Marcos deposits.

"The one person who is expected to shed light on the nature of the FertilizerFund, its sources and its mode of disbursement, is former Agriculture Usec.Jocelyn "Joc-joc" Bolante, a known friend and associate of First Gentleman MikeArroyo. But, taking his cue from Commissioner Garcillano, Bolante has also madehimself scarce.

These three issues lie at the center of the current political crisis.In stable societies, political questions like these - that challenge the basiclegitimacy of the sitting president - are ultimately resolved by election, or byacts of Congress or Parliament, or they are referred back to the legal andjudicial system for further investigation, prosecution, and adjudication.

But in young societies like ours - where the institutional spheres are not yet fullydifferentiated - legal institutions and government agencies tend to be heavilycontaminated by partisan politics. This compromises their independence.Instead of being able to put an orderly closure to unresolved politicalquestions, these institutions are dragged into the political arena and losetheir credibility.

Consequently, legal issues are re-politicized, and the wholeprocess repeats itself, leaving in its wake the debris of institutionalwreckage.Take a look at some of the major institutional casualties in this unendingpolitical crisis since Mrs. Arroyo succeeded to the presidency in 2001:1. First there is the Supreme Court. Members of the Court came to the EdsaShrine at noontime of Jan. 20, 2001 to administer the oath of office to GMA,even before there was any clear determination that a vacancy had occurred in theoffice of the president.

Without signing a formal letter of resignation, Erapleft Malacanang at around 2:30 p.m. He later claimed that he had not resignedbut only taken a leave of absence. A few weeks later, the same SC had toadjudicate a case challenging the legality of Mrs. Arroyo's assumption of thepresidency. The justices unanimously upheld the legality of Mrs. Arroyo'saccession to the presidency, but they could not agree on the reasons. Many ofthe justices were severely skeptical and critical of the use of people power toeffect a change in government. The majority decision ruled that Erap hadresigned "constructively" - a novel concept that could not be easily explainedto a perplexed public.

If it was quick to state its position on what was clearly a very dynamicsituation in January 2001, the Supreme Court seemed extremely hesitant tointervene in 2005 when members of the House committee investigating theimpeachment charges could not agree on the correct interpretation of the phrase"impeachment proceeding" as found in the 1987 Constitution. What constitutes animpeachment proceeding? When is it deemed initiated? If three impeachmentcomplaints are filed against the same public official for more or less the samereasons within hours of one another, would taking them up on the same day beconstrued as initiating three separate impeachment proceedings, and is thereforeprohibited?

Twice, a lawyer asked the Supreme Court to disallow the rulingcoalition's absurd interpretation of the constitutional provision barring theinitiation of impeachment proceedings against the same public official more thanonce a year. The Court said the question was premature. Then it said nothingmore on the issue after the defective Lozano impeachment complaint was thrownout.By the same token, the SC has so far failed to rule on the constitutionality ofthe so-called Calibrated Preventive Response policy (CPR) of dealing withprotest demonstrations, and of the gag order contained in Executive Order 464.2. Second, there is, of course, the Comelec itself - the one legal institutionthat the Cory Aquino government in the post-Marcos years tried very hard torebuild so that its neutral and professional character may be preserved.

A credible Comelec is the linchpin of a representative democracy. Mrs. Arroyohas done much to erode the Comelec's credibility by appointing to it individualsof unsavory reputation, not the least of whom is Atty Virgilio Garcillanohimself. The man had worked his way up the Comelec bureaucracy, and gained areputation as somebody who has mastered the electoral terrain of Mindanao. Butanother image consistently stuck to him - that of architect of "dagdag-bawas."

Thus, when he was appointed to the Comelec as one of the commissioners barely 3months before the 2004 election, no less than former Comelec Chairman ChristianMonsod appealed to the president to withdraw his appointment. The same plea wasmade by a victim of dagdag-bawas - Senator Nene Pimentel. But Mrs. Arroyowould not be dissuaded. She was such a firm believer in Garcillano'scapabilities.3.

The third is the Armed Forces of the Philippines. Outside of Marcos, noother president perhaps has so brazenly enlisted the services of key officialsof the AFP for partisan purposes than Mrs. Arroyo. Again, the Garci Tapes arevery incriminating. In one conversation, Garci was complaining that thecheating operations in some towns were very crudely done because the ones whowere assigned to perform these tasks were inexperienced soldiers. Several namesof high-ranking officers were mentioned in the tapes.

By a strange coincidence,except for Gudane who retired, almost all of them were subsequently appointed tocushy positions in the AFP.4. The fourth is the Ombudsman. This is a constitutional office that isinvested with the power to initiate investigations and to prosecute erringpublic officials. When the SC ruled that the Comelec computerization projectwas illegal and ordered Comelec to recover the money it had paid, it alsodirected the Ombudsman to investigate the culpability of the Commissioners andto prosecute them.

This has not happened, as far as I know. The Ombudsmancould also have initiated the investigation of ISAFP's (Intelligence Service ofthe Armed Forces of the Philippines)involvement in wiretapping. It could have looked as well into the use of publicfunds like the Road Users Tax and the Fertilizer Fund for the election campaignof the president. We have not seen any such initiative. One wonders if thepeople at the center of all these controversies know something we don't whenthey bravely challenge their accusers to sue them in court and file thenecessary charges.

Somebody - I think it is Sen. Kiko Pangilinan - recently filed a bill callingfor the creation of a powerful office of an American-style Independent Counsel,that would have the authority to mobilize agencies and offices of government toput together a case against accountable public officials. Maybe if we can findenough Kenneth Starrs in our midst who would not be deterred by the powerful,there might be a reason for this bill. But I am not certain if this is theright answer to the dysfunctionality of our institutions.

Let me re-state my basic thesis here.THE CRUX OF THE PRESENT CRISIS consists in the fact that the institutions in thepolitical and the legal systems of our society have failed to arrive at areasonable closure of the issues thrust upon them.

The crisis of legitimacy ofMs Arroyo has led to a questioning of all her decisions and actions. Herstonewalling on a number of important questions - the use of gag orders and ofdiversionary tactics like charter change - has led to a generalized crisis ofcredibility. This has spawned more issues than the political system can handleat any given time without overheating. It is interesting that the economy seemsto be faring well in comparison.

The crisis of the political system may remainisolated for a time, but it may eventually engulf the whole system. It isdifficult to say how long the system can bear the pressure from one of itsparts.What seems clear at this point is that:- More and more people are demanding either an end to all bickering or theoutright removal of Mrs. Arroyo.- More and more people are losing faith in the system's capacity to resolvepolitical questions within the bounds of the Constitution.- More and more people are disenchanted not only with the present administrationbut also with the political opposition.

They are turning to the Armed Forcesand asking them to intervene.Having gone through two people power upheavals, our people are not unfamiliarwith extra-legal solutions involving both military and people powerinterventions. They see people power as the Filipino way of compensating forthe inadequacies of our institutions, even as they are fully aware of the manyproblems it spawns.

WHAT IS TO BE DONE?What is to be done or how we should respond to the crisis is a function of howwe look at the situation. The Catholic Bishops Conference of the Philippines(CBCP) explains the crisis as the result of the erosion of our moral values.The bishops are calling for a renewal of our public life.This is a long-term process, and one can understand why our religious leadershave couched the problem in specifically moral terms, even as they are consciousof not overstepping the bounds of their authority. The bishops insist that thesolution can come from the relentless pursuit of the truth by the community as awhole.My own view is quite different from that of the bishops.

Like them, I believethat our public values have changed. But, unlike them, I believe that they havechanged not necessarily for the worse. On the contrary, I believe that thecrisis in our political life arises precisely from the growing refusal of manyordinary Filipinos from all classes to tolerate patronage, fraud, politicalbossism, corruption, and misgovernance of our public life.

The ruling classesof our country - the ones who are used to cynical wheeling and dealing, tocorruption, to intimidation, and the exploitation of mass ignorance anddependence - are beginning to discover that they can no longer rule in the oldway. Every election year they find that they have to cheat harder in order toget elected.Politicians like Ms. Arroyo cannot seem to understand why cheating in electionshas become so suddenly wrong, or why taking kickbacks from government contractsand pork barrel projects is suddenly frowned upon.

They wake up one morning, andthey discover to their dismay that our people are demanding better government.On more than one occasion, Mrs. Arroyo candidly lamented the degeneration of ourpolitical system. It has become such, she said, that one cannot embark on apolitical career and expect to emerge from it with clean hands.

"He who iswithout sin," she says quoting from the Bible, "cast the first stone." Mrs.Arroyo must have been so blinded by ambition that she failed to read what theplacards of the young people who trooped to Edsa in January 2001 were saying:Good government. Accountable government. Competent government.

They did notgo to Edsa because they loved GMA; they went to Edsa because they thought theydeserved a president they could admire, one who could properly discharge theresponsibilities of a young aspiring modern nation in a complex world.

In their attempt to appease the public, the old dying class led by GMA, FVR, andJose de Venecia are offering to change the form of government, little realizingthat the people have moved one notch higher. They now demand a replacement ofthe whole political class itself. Only now, I think, are the politiciansbeginning to realize that the public is not just seeking to change the form ofgovernment, or just to overthrow Gloria Macapagal Arroyo and replace her withthe Opposition.

Filipinos want a whole new set of leaders, imbued with a wholenew set of values and capabilities. They want a new nation equipped forsurvival in a globalized world they are just starting to discover.Am I painting a fictional image of Filipino consciousness? I do not think so.If our political values had not improved, we would not have this crisis.

Wewould allow the politicians to talk it over among themselves, to strike a modusvivendi (what trapos call a "win-win" solution) that would benefit everyindividual politician in the country. The rest of us, ordinary citizens, wouldall retreat into our homes and perhaps amuse ourselves by their antics.

But no,more and more of us are staunchly refusing to let our country to be run by thesame breed of cynical politicians.Our people are better educated today. They are more connected to the outsideworld. They know how other societies work. They have seen more of the worldthan the generation of their parents. And, let us not forget, you cannot sendout more than 10% of your mature population to live and work in other societies,and expect them to remain unchanged in the way they think of theresponsibilities of government.

What they bring home from abroad are not justremittances; they usually bring back with them a new consciousness of whatsocieties can be like when they are better run.Politics is basically an arena of communication. Our political system today ismore complex: it is no longer dominated by traditional political parties. Thereare new voices that are making themselves heard - from the social movements, thenon-government organizations, people's organization, etc.

Edsa I and Edsa IIare symptomatic of the emergence of an educated population that no longer feelsbound by traditional political rules. If we look closely, we may see Edsa I andII as manifestations of a middle class political impatience never seen before inour country. These events are guided by a vision of modernity that howeverneeds to be enriched by social justice.How to bring this vision about is the big question. I believe that as along-range vision, it is not necessarily hitched to any political project.

Allover the country, people are meeting and talking in forums like this.The vision of a new nation is taking shape in these meetings. We are alreadyliving in a post-Gloria era. Gloria is history. The reign of the trapos iscoming to an end.How Mrs. Arroyo will eventually go and when, is probably only a small footnotenow in these discussions. Whether it is by a snap election, or by people powerin combination with a military mutiny - is perhaps no longer the importantquestion.

The question that people are asking is: Who will replace her? But, Ido not take that to mean a simple search for alternative faces. I take that tomean: What kind of agenda for national renewal will bring us forward? What areour basic and urgent tasks as a people? If we take care of the agenda, Ibelieve the right faces will come forward.I would like to end by advancing four basic tasks that I have heard repeatedlyin various fora:First, to end the scourge of absolute poverty once and for all, no matter whatit takes.

The stampede of the poor in Ultra is only a grim reminder of thisunjust reality we must all help to end.Second, to educate everyone of our people, especially the young, in order toequip them for living in a highly competitive world.Third, to rebuild the physical infrastructure of our country, and to protect itsenvironment from long-term damage.And lastly, to create stable institutions appropriate to a complex and modernsociety -- in a climate of freedom, tolerance, and openness.If we remain focused and committed to such an agenda of necessarytransformation, I have every reason to believe that the search for new leaderswill take care of itself.

The quest for change will spawn new politicalformations and new political parties.Having said that, I will hasten to add that it would be a mistake to think thatone needs to be a politician to be able to contribute to the realization ofthese urgent tasks.

SEOUL (Reuters) - Shopping cart handles are the most bacteria-infested items among some commonly used objects while doorknobs on public bathrooms are not as bad as might be expected, according to a survey conducted in South Korea.

The Korea Consumer Protection Board tested six items that are commonly handled by the public and ran tests for their bacteria content.

Shopping cart handles led the way with 1,100 colony forming units of bacteria per 10 sq cm (1.55 sq inches) followed by a mouse used on computers in Internet cafes, which had an average of 690 colony forming units.

"The reason that shopping cart handles had so much bacteria is because the area is larger than the others and people have more space to place their hands," Kwon Young-il, an official at the consumer body, said by telephone.

Hand straps on buses were next with 380 units, followed by bathroom doorknobs at 340.

Rounding out the list were elevator buttons at 130 colony forming units and hand straps on subways at 86.

The report released this week said washing hands with soap removes almost all of the bacteria.

Texting tips for Valentine's

LONDON (Reuters) - Britons texting St Valentine's Day love messages next Tuesday should be careful they don't send them to the wrong person.

A poll of 3,000 mobile phone users that found 40 percent will be texting rather than sending cards and that one in four have misdirected a provocative text or photo.

Recipients of the unwanted texts include bosses or colleagues (9 percent) parents (3 percent) and perhaps most embarrassing of all -- ex-partners (2 percent).

The study for student phone service dot mobile revealed eight in ten 18-25 year olds have sent a flirty text message within the last year, with a third indulging in "text sex."

The survey found 60 percent of respondents had sent a flirty text to someone other than their regular partner although not without consequences for many of them.

Of those who admitted cheating, 65 percent had been caught out by their mobile, with a third saying their partner had read incriminating text messages.

With loved-up texters getting ready for the big day, dot mobile has come up with a few tips:

-- Keep flirty messages short.

-- Observe the two-day rule: get in touch after meeting someone within two days, no longer.

-- Do not drink and text.

-- Avoid over-use of emoticons and jargon.

-- "Xs" at the end of messages should not exceed three.

-- Be careful about picture messaging which others may get their hands on.

-- Adhere to the two text rule; Admit defeat if you have not received a reply after 12 hours and two texts.

Japanese women treat themselves on Valentine's Day

TOKYO (Reuters) - It used to be Japanese women gave men a gift of chocolates on Valentine's Day.
These days, they're more likely to buy pricey chocolates costing up to $200 a box as a treat for themselves.

"It's a small luxury that I allow myself," said 39-year-old Reiko Nozawa, who usually buys champagne truffles for herself and a few other chocolates to share with her husband.

Nozawa is not alone.

Makers of 60 premium chocolate brands have set up special booths at Takashimaya Co., a department store in central Tokyo, where boxes of chocolates costing as much as 10,000-20,000 yen ($84-$168) are selling briskly, helped by Japan's economic recovery.

"There's been a trend the past two or three years for women to buy chocolates for themselves, as a sort of pat on the back for having worked hard," said Takashimaya spokeswoman Yoko Yanagisawa.

That can be on top of what they spend on others.

"I think I'll buy some premium chocolates for myself," said Yoshiko Okajima, a fashionably attired working mother, as she checked out chocolates for herself after spending 7,000 yen on her husband and 8-year-old son.

Tokyo is filled with Valentine Day chocolate adverts in the days leading up to February 14, and some manufacturers rake in about 20-30 percent of their annual sales in a few short weeks.

Until recently, most Japanese women bought cellophane-wrapped sweets in bulk from drugstores to give to colleagues or school friends as an "obligatory chocolate" on Valentine's Day.

A month later on "White Day" men return the favor by giving women gifts -- usually sweets but sometimes lingerie.

Confectionary maker Morozoff Ltd. is widely credited with having introduced Valentine's Day to Japan in a 1936 advertisement for chocolates.

"If we'd been a florist, no doubt we would have tried to sell flowers," Morozoff spokesman Kazuo Kojima said.

Some two decades later, Mary Chocolate Co. Ltd. used Valentine's Day as a sales promotion for its chocolates, in what is generally believed to be the first such commercial endeavour. The company only sold three chocolate bars during the three-day event in February 1958. Total sales -- 150 yen.
Almost a half-century later, Japan's Valentine Day chocolate sales have blossomed into a 50-billion-yen market.

WORTH IT

Upscale chocolate boutiques have sprouted up all over Tokyo, to cash in on increasingly sophisticated palates.

At Belgium-based Pierre Marcolini in Tokyo's trendy Ginza district a steady flow of customers peer at ribboned gift boxes in a glass display.

Customers are ushered in by a young woman whose task is to ensure the softly-lit, modest-sized store doesn't get too cramped.

"It is pretty expensive, but I think they are worth the price and I like them," said a 36-year-old junior high school teacher carrying a sweet-filled bag marked with the store's logo.

Such consumers are likely to help Japan's market for chocolate sweets, some 235,487 tonnes in 2004/05, and cocoa, roughly 56,634 tonnes, grow at a modest pace, said Kenji Kaminaga, executive director of the Chocolate & Cocoa Association of Japan.

"I think sales of premium chocolates are definitely helping to support the market," Kaminaga said.

Premium chocolates are often imported from countries like Belgium and France, with imports worth 36.8 billion yen in 2004/05, up about 36 percent from a decade ago, according to association estimates.

Chocolate aficionados are also beginning to favor high-quality sweets with a high cocoa content and complex tastes, achieved by blending bulk beans with prized flavour beans from countries like Venezuela and Ecuador.

Japanese, however, are still modest chocolate consumers by global standards, swallowing about 2.2 kg per person each year, compared to Switzerland's 11.3 kg and Germany's 10.5 kg.

TORONTO (Reuters) - When it comes to romance, women prefer someone who tickles their funny bone while men opt for those who catch their eye, according to an international survey released on Wednesday.

The survey, conducted in 16 countries by Canadian romance publisher Harlequin Enterprises, asked men and women on six continents about traits they liked or disliked and how they went about trying to meet Mr. or Ms. Right.

The poll revealed differences between countries in the way people tried to impress the opposite sex.

Australians and British men frequently admitted drinking too much, while about half of German and Italian men said they had lied about their finances. Spaniards were the most likely to use sex to catch someone's attention.

Eighty percent of Brazilian and Mexican men said they had lied about their marital or relationship status, as did 70 percent of German women, the survey said.

When it came to meeting that special someone, a majority of respondents preferred to rely on friends for introductions. The Internet was not a popular hunting ground except in Portugal, where about half the surveyed men and women opted to find people online.

Both Spain and France suffered a gender gap. Thirty percent of Spanish men, but no Spanish women, looked for love online. In France, 40 percent of men but only 10 percent of women attended parties, bars and clubs to meet someone, but they did have one thing in common: both sexes rated looks as more important than their counterparts in other countries.
When it came to that first meeting, a majority of men polled said beauty was more important than brains, while women put a sense of humor at the top of their list.

Physical attraction was the top priority for men in France, Brazil, Greece, Japan and Britain. And while 40 percent of Portuguese men rated intelligence over looks in a first encounter, no Australian men did so.
In the United States and Canada, humor was considered the most important trait by both men and women, getting 63 and 73 percent of the vote respectively.

Coretta Scott King Dies at 78

Coretta Scott King, widow of American Civil Rights icon the Rev. Martin Luther King, died Monday night. She was 78. Former U.S. Ambassador to the United Nations Andrew Young, a longtime friend of the King family, said on Tuesday morning's Today show via phone from Atlanta: "I was not expecting it, but she has been rather ill for the past few months. My first reaction was, she was ready to cross on over." Young said Mrs. King did not stir when her daughter went in her bedroom to awaken her, and that Mrs. King had slipped away in her sleep. "Yet her spirit will remain with us," he added.

After suffering a stroke and heart attack last August, Mrs. King made a surprise appearance at a Jan. 14 event to honor her late husband. According to the Atlanta Journal-Constitution, the King family matriarch joined two of her four children, Dexter and Yolanda King, who served as emcees for the annual Salute to Greatness dinner at the Hyatt Regency in Atlanta. Born and raised in Marion, Ala., Coretta Scott received a B.A. in music and education from Antioch College in Yellow Springs, Ohio, and then went on to study concert singing at Boston's New England Conservatory of Music, where she earned a degree in voice and violin.

While in Boston she met Martin Luther King, Jr. who was then studying for his doctorate in systematic theology at Boston University, according to her official biography at Atlanta's King Center. (The center was established by Mrs. King in 1968, the year her husband was assassinated. It is dedicated to the advancement of the legacy of her husband's nonviolent movement for justice, equality and peace.)

Coretta and Martin were married on June 18, 1953, and in September 1954 took up residence in Montgomery, Ala., with Coretta Scott King assuming the many functions of pastor's wife at Dexter Avenue Baptist Church. During Dr. King's career, Mrs. King devoted most of her time to raising their four children: Yolanda Denise (born in 1955), Martin Luther, III (1957), Dexter Scott (1961), and Bernice Albertine (1963). In 1957, she and Dr. King traveled to Ghana to mark that country's independence. A year later, they spent a belated honeymoon in Mexico, where they observed firsthand the immense gulf between extreme wealth and extreme poverty.

One year after that, Dr. and Mrs. King spent nearly a month in India on a pilgrimage to see disciples and sites associated with Mahatma Gandhi. And in 1964, she accompanied him to Oslo, Norway, where he received the Nobel Peace Prize. Even prior to her husband's public stand against the Vietnam War in 1967, Mrs. King functioned as liaison to peace and justice organizations, and as mediator to public officials on behalf of the unheard, her biography states.

For nearly four decades Mrs. King remained a dynamic figure in the struggle for civil rights, and Young considered her more of an activist than even her husband was in his prime. "Although people didn't realize it, the action part was always difficult for him," Young told PEOPLE in 1998. "He wanted to preach and reason things out. Coretta wanted to march."

Aside from facing the challenges of being a single mother with four children, Mrs. King made hundreds of speeches, led marches, raised funds and met with human rights and political leaders around the world. She orchestrated a 15-year effort that culminated in 1983, when President Reagan signed a bill creating a national holiday in her husband's memory. She joined the battle to end apartheid, lobbying hard for U.S. sanctions against South Africa. And, not confining herself to racial issues, she campaigned actively to defend gay rights.

Through it all, she kept alive the memory of her husband – and, in a personal touch, the red carnations her husband sent her in March 1968, kept safely in her home on Sunset Avenue in Atlanta. (It was the same one-story brick house she shared with Dr. King and their children.) "What was so strange was that he always sent me fresh flowers, and these were artificial," Mrs. King told PEOPLE six years ago. Oldest in the Philippines

Oldest Province

Aklan, originally known as Minuro it Akean, is considered as the oldest province in the country and believed to have been established as early as 1213 by settlers from Borneo. Its first ruler was Datu Dinagandan. In 1399, Kalantiaw grabbed the throne. In 1433, Kalantiaw III formulated a set of laws that is known today as the Code of Kalantiaw.

Oldest Town

Unisan, Quezon could be the oldest town in the Philippines. The people of Unisan claimed that their town is now 481 years old, having been established in 1521, the same year that Ferdinand Magellan discovered the Philippines. All other towns in the country were established not earlier than 1565, when Spain formally occupied the Philippines as a colony.A Malayan queen named Ladya reportedly founded Calilayan, the old name of the town. In 1876, Calilayan was renamed Unisan which was derived from the Latin word uni-sancti, meaning "holy saint".

The Baclayon Church in Bohol is considered as the oldest stone church in the Philippines. But some historians disagree, claiming that San Agustin Church in Manila deserves the title.Church historians claim that the cornerstones of San Agustin Church were laid as early as 1571, 25 years before Baclayon Church was built in 1596. But most people believe the title should be kept by the latter, since it is situated in the island first occupied by the troops of Miguel Lopez de Legazpi, the country's first Spanish governor general.Bohol was where a friendship was sealed with blood between chieftain Rajah Sikatuna and Legazpi. The event is known today as ''The Blood Compact.''

Oldest Hospital

The San Lazaro Hospital could be the oldest hospital in the country. According to Pampango historian Zoilo Galang, the San Lazaro hospital was established in 1578; Enfermeria de Naga, 1583; and Hospital de San Juan de Dios, 1596.

Oldest Church Bell

The oldest church bell in the country is said to be the one found in Camalaniugan, Cagayan. That bell was reportedly forged in 1595.

Oldest Bridge

The Jones Bridge, formerly known as Puente de Espana, was first built in 1701. It was rebuilt by the Americans in 1916 and renamed after Atkinson Jones.

Oldest University

The University of San Carlos (USC) in Cebu City is considered as the oldest school in the country and in Asia. Formerly known as the Colegio de San Ildefonso, it was founded by the Spanish Jesuits on August 1, 1595. This makes the Cebu-based university older than the University of Santo Tomas (1611) in Manila and Harvard University (1636) in the United States.The University of Santo Tomas, however, contests this title. Formerly known as the Colegio de Nuestra Señora del Rosario, UST was the first school, which got a university status in 1645. USC became a university in 1948. UST also claimed that the original USC was closed in 1769 as a result of the expulsion of the Jesuits. It reopened in 1783 under a new name and ownership. But the USC officials stick to their claim. The university observed its 400th foundation day on August 21, 1995.

Oldest Vocational School

The Don Honorio Ventura College of Arts and Trades (DHVCAT) in Bacolor, Pampanga is said to be the oldest vocational school in Asia. Augustinian Friar Juan Zita and civic leader Don Felino Gil established the vocational school on November 4, 1861.

Oldest Company

Ayala Corp., one of the largest conglomerates in the country, is also the oldest existing company around. It was established in 1834 by sugar barons Domingo Roxas and Antonio de Ayala. It was later renamed as Casa Ayala, then as Ayala y Compania and recently as Ayala Corp.

Oldest Bank

In 1881, Domingo Roxas, an ancestor of the Ayala family, became one of the first directors of Banco Español-Filipino de Isabel II, which was founded by virtue of a royal decree issued by Queen Isabel II. The bank issued the country's first currency notes the following year. Considered as the first private commercial bank in the country, the bank came to be known as the Bank of Philippine Islands in 1912. The oldest savings bank was Monte de Piedad, which was established in 1882.

Oldest Military Supply Shop

The oldest military supply shop in the country was said to be Alfredo Roensch and Co.

Oldest Rizal Monument

What can be considered as the oldest Rizal monument in the country is a 20-foot metal structure standing at a park in Daet, Camarines Norte. Its construction reportedly began on December 30, 1898 and was finished in February 1899. In comparison, the Rizal monument at the former Luneta park was built in 1912.

Oldest Vice

The earliest vice among native Filipinos, according to historians, was the chewing of betelnut or "nganga". It was said that Filipinos had been chewing betelnut for 3,000 years.

Oldest Insurance Firm

Insular Life Insurance Company was established on November 26, 1910, becoming the oldest insurance agency in the country.

Oldest Epics

In a 1962 study, E. Arsenio Manuel said the country had at least 19 epics, which were passed to the present generation from our early ancestors through oral chanting. Among these so-called ethnoepics were 13 epics among pagan Filipinos, 2 among Christian Filipinos, and 4 among Muslim Filipinos. These included the Ilocano epic Lam-ang, Manuvu's Tuwaang, Sulod's Hinilawod and Maranaw's Bantugan.

At Large : Testing the limits of the law

THE "scandal" involving Marie Roxanne "Plinky" Recto and her estranged lover, lawyer Magdaleno Pena, has been splashed all over the media—from the news pages and newscasts to show-biz talk shows—and one would think nothing could surprise the public anymore about this running story.

After all, Recto and Pena have traded accusations of cruelty and instability and thrown mud and sleaze at each other since Recto first went public with her story.
But the latest development in the case is still worth commenting on, as it puts to test a new law that has been touted as a powerful tool for the protection of women and children and the promotion of their rights.

The Anti-Violence against Women and their Children Act of 2004 (RA 9262) is meant to address the most serious aspects of violence against women, particularly domestic violence and partner-battering. By its very title, the new law provides protection for women and their children-only-and yet the latest wrinkle in the Recto-Pena case would seem to mock the very nature of this law.
Recently, Recto went to the media decrying the "kidnapping" of her 15-month-old son by Pena. The boy was taken from his caregivers in Recto's condominium unit in Mandaluyong, by the sheriff of Bago City (in Negros Occidental) who was accompanied by police from the Pasig CIDG.

The sheriff and police were armed with a "temporary protection order" (TPO) issued by Bago RTC Judge Henry Trocino, who also ordered Recto to put up a bond of P1 million, and who specified that the Pasig CIDG effect Pena's "custody" of the boy.

Rowena "Bing" Guanzon, Recto's lawyer, says she has already filed an administrative case against Judge Trocino with the Supreme Court and, alleging bias on the judge's part, she will also file tomorrow a motion to inhibit Judge Trocino from further hearing the case.

"WALANG judge na matino ang gagawa nito (No judge in his right mind would do this)," Guanzon said in a phone interview.

The TPO is one of the more innovative and important features of RA 9262. The TPO and the barangay protection order (BPO) were included in the law providing protection to women and their children, even as they pursue charges against the alleged batterer or perpetrator. A primer on the new law, written by Guanzon, states that the protection orders are meant to "safeguard the victim from further harm, minimizing any disruption in her daily life, to help her to independently regain control over her life."

A court can issue a TPO, which is effective for 30 days pending the issuance of a permanent protection order (PPO), based on a petition citing any of the punishable acts of physical, psychological, emotional or sexual violence and economic abuse enumerated in the law.

Under a TPO, the judge can order the accused to, among other things: stay away from the woman and/or her child or any family or household member specified in the order, and from specific places such as the woman's workplace, club, church or the children's school; give the custody of minor children to the woman; give support to the wife and minor children; leave the marital abode regardless of who owns it; and file a bond to "keep the peace."

A LOT of people, especially men, may question the coverage of the law since it provides protection only to women and children. But while the law is in effect, it's the responsibility of everyone, especially officers of the court like a judge, to follow and implement the spirit and letter of the law.

Which is why I think Judge Trocino's TPO is fundamentally flawed since it seeks to provide the protection of the law to someone who is not entitled to it, at least not under RA 9262. Guanzon says that "a judge cannot lawfully issue a TPO in favor of a man, because only women and their children are protected by (the law)."

Even if Pena had alleged that his boy was being abused by Recto, says Guanzon, "the TPO is still not the proper remedy." Indeed, in an ongoing procedure, the RTC of Mandaluyong has already issued a TPO in favor of Recto, though a petition for an extension of the TPO was pending when Pena filed his own motion for custody in Bago City. "No two TPOs can be issued to the same parties," Guanzon told reporters.

THE DISPUTE between Recto and Pena may have hit the headlines mainly because of Recto's work in entertainment and her being the sister of a senator.

But it's also become a matter of public interest, especially for women, because of the way the case is testing the limits as well as the practicability and relevance of the Anti-Violence against Women and their Children Act.

Could such a law, considered in these parts as a major breakthrough for women's rights, really bring an end to a major epidemic of violence directed at women and children?

This is not just rhetoric, because the law has an impact on so many Filipinos. The findings of a survey conducted by the Social Weather Stations show that two million women over 18 years old have reported experiencing physical harm once or several times in their lives, the majority of them at the hands of husbands, partners and boyfriends. Domestic violence is the most prevalent form of gender-based violence in this country, followed by rape. The SWS survey also shows that more men admitted to having abused their wives or girlfriends.

As happens so often in this country, there is a very real possibility that this law could instead end up being twisted and corrupted so that it would be used instead to punish the very people whom it was meant to protect. If that should come to pass, then we might as well throw all our laws into a paper shredder, for they would not be worth much more than mulch.

Parents leave kids home alone to gamble

SAN FRANCISCO (Reuters) - A California couple left their 5- and 9-year-old children home alone for the weekend while they went to gamble in Las Vegas.

Police said the parents could be charged with child neglect but have not been able to interview the couple in person because bad weather was delaying their return from Las Vegas until Wednesday.

The couple went to Las Vegas Friday, leaving the children cereal to eat and the father's cell phone number to call in an emergency.

Their apparent hope that, in the words of the city's tourism advertisements, what happens in Las Vegas should stay in Las Vegas went awry when one of their mothers called their home on New Year's Eve and became concerned that no adult was present, said Brian Kilinowski, investigation supervisor for the San Ramon police south of San Francisco.

The children ate cereal for breakfast and frozen foods heated in a microwave for other meals.

LOS ANGELES (Reuters) - Take a few leggy California blondes, throw in a passion for luxury cars, plenty of parties, and a distaste for parking your own car.

What have you got? A multimillion-dollar, female valet parking business, where struggling models and actresses dressed in bikinis, miniskirts or lingerie and Santa hats park the cars of the rich and famous in the Los Angeles area.

Beverly Hills, California-based Girls Valet Parking opened for business less than six months ago. This week, it took over its rival, Valet Girls, and announced plans to expand to San Francisco, Las Vegas, San Diego and Phoenix.

"Given the option of hiring acne-riddled teenage boys in red vests, or beautiful and sexy models and actresses trained in safety and hospitality, we're betting our success that restaurants, boutique hotels, clubs and private parties will prefer the latter," company founder Brad Saltzman said on Wednesday.

Saltzman said the privately held company expected 2006 sales in excess of $3 million, rising to $14 million by 2010.
Clients, most of them movie stars and producers, can request a variety of uniforms, including lingerie, bikinis, capri pants, camisoles and miniskirts.

"If it is legal, we will do it, but we draw the line at nudity or topless," Saltzman said.

About half the business is based on requests for women valets dressed in the traditional dark pants and shirt.
Employees are hired through the kind of casting calls traditionally seen in the movie business and there are plenty of applicants. About 260 women showed up recently and six were hired.
